Position Summary
Under the supervision of the Neighborhood Services Supervisor, the Neighborhood Services Officer performs professional code compliance and neighborhood services work focused on maintaining safe, attractive, and well-maintained properties and neighborhoods throughout the Town. The position investigates Municipal Code and Land Use Code violations, conducts proactive inspections, educates residents and property owners, and manages assigned cases from initial identification through voluntary compliance, formal enforcement, abatement, or court action as appropriate. The Neighborhood Services Officer exercises independent judgment in applying Town regulations, resolving complex or sensitive concerns, and coordinating with Planning, Building, Police, Public Works, Parks, and other departments. The position emphasizes consistent and equitable enforcement, responsive customer service, community problem-solving, and timely resolution of neighborhood quality-of-life concerns.

Key Responsibilities

·         Investigate complaints and observed violations of the Town’s Municipal Code, Land Use Code, and other regulations assigned to Neighborhood Services.
·         Conduct proactive neighborhood and property inspections to identify property maintenance, zoning, nuisance, vegetation, signage, outdoor storage, private-property parking, and other applicable code violations.
·         Manage assigned enforcement cases from initial complaint or identification through investigation, voluntary compliance, formal enforcement, abatement, court action, and final resolution.
·         Educate residents, property owners, businesses, contractors, homeowners associations, and other community members regarding Town code requirements, compliance expectations, and available options for resolving violations.
·         Promote voluntary compliance through education, communication, de-escalation, and problem-solving when appropriate, while taking timely formal enforcement action when circumstances, compliance history, public impact, or severity warrant escalation.
·         Issue courtesy notices, Notices of Violation, citations, summonses, and other enforcement documents consistent with Town codes, policies, and established enforcement practices.
·         Apply codes, enforcement procedures, and established enforcement priorities consistently, objectively, and equitably across properties and neighborhoods.
·         Conduct field investigations and inspections; collect photographs, inspection notes, correspondence, GIS information, and other necessary evidence to document violations and support enforcement actions.
·         Prepare and maintain complete, accurate, and timely case files and records using OpenGov, GIS, mobile inspection technology, and other Town systems.
·         Coordinate abatements, corrective actions, legal proceedings, and other enforcement activities with the Town Attorney and appropriate Town departments.
·         Prepare cases for Municipal Court or administrative proceedings and appear and testify as required regarding investigations, inspections, enforcement actions, and case documentation.
·         Coordinate with Police regarding violations or conditions occurring within public streets and rights-of-way, criminal activity, unsafe situations, and other matters assigned to law enforcement.
·         Recognize potentially unsafe, criminal, or escalating situations; disengage when appropriate and request assistance from Police, Fire, Building, or other appropriate personnel.
·         Coordinate with Planning, Building, Engineering, Public Works, Police, Parks, and other Town departments to resolve complex or cross-departmental property and neighborhood concerns.
·         Participate in development or permit review when Neighborhood Services input is specifically needed to address existing compliance conditions, future enforceability, or ongoing enforcement obligations. May administer specifically designated permits that are related to Neighborhood Services functions.
·         Respond to resident and community concerns professionally and objectively while exercising appropriate judgment, discretion, tact, and de-escalation techniques.
·         Represent Neighborhood Services and the Town at neighborhood meetings, HOA meetings, community events, outreach activities, and other public-facing opportunities.
·         Develop and maintain effective working relationships with residents, property owners, businesses, contractors, developers, Town employees, and other stakeholders to support compliance and community problem-solving.
·         Track case activity, inspection results, enforcement actions, compliance outcomes, workload measures, and other performance information as required.
·         Identify recurring neighborhood concerns, enforcement trends, process gaps, and opportunities to improve code compliance practices, customer service, and Neighborhood Services operations.
·         Perform other related duties as assigned.

Education
·         High school diploma or equivalent required.
·         Associate degree or technical training in code enforcement, planning, public administration, criminal justice, construction, environmental science, or a related field preferred.
·         An equivalent combination of education, training, and experience that demonstrates the knowledge and abilities necessary to perform the essential functions of the position may be considered.

Work Experience
·         Two (2) or more years of progressively responsible experience in code enforcement, inspections, planning, construction, municipal government, customer service, regulatory compliance, or a closely related field preferred.
·         Experience interpreting and applying municipal codes, zoning regulations, property maintenance standards, or similar regulatory requirements preferred.
·         Experience conducting field inspections, investigations, regulatory case management, or public-facing compliance work preferred.
·         Experience using electronic permitting, code enforcement, GIS, document management, or mobile inspection systems preferred.

Certifications/Licenses
·         Valid Colorado driver’s license with acceptable driving record.
·         ICC Property Maintenance, zoning, code enforcement, or other related professional certification preferred at time of hire.
·         Must obtain a Town-designated code enforcement or related certification within twelve (12) months of hire, if required by the Town.

Working Conditions
The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
·         Work is performed in both office and field environments, with regular travel throughout the Town and frequent interaction with residents, property owners, businesses, contractors, and Town employees.
·         Field work includes inspections of residential, commercial, vacant, and developing properties and may require walking or standing for extended periods and navigating uneven terrain, construction sites, yards, sidewalks, and other outdoor areas.
·         Work may be performed in varying weather conditions, including heat, cold, wind, rain, snow, and other inclement conditions.
·         May be exposed to vehicular traffic, animals, unsanitary property conditions, debris, insects, hazardous or deteriorated conditions, and other environmental conditions encountered during field inspections.
·         Requires regular use of computers, mobile devices, cameras, inspection systems, GIS, and other technology used to document and manage code enforcement cases.
·         Requires the ability to manage multiple active investigations, competing priorities, deadlines, court requirements, and community concerns.
·         May involve interactions with upset, confrontational, or uncooperative individuals and requires sound judgment, professional de-escalation, and awareness of personal and public safety.
·         May require attendance at Municipal Court proceedings, neighborhood meetings, community events, or other activities outside of normal business hours.

Compensation: $56,112.00 - $70,140.00 per year
